Minutes January 15 - approved

Peace with Justice – Betty Henderson:  Two resolutions from PwJ Coordinator training. PwJ Covenant Congregation Workbook – Discipline says C&S is to promote. New PwJ Coordinator job description was shared. Info from training: WAND.com, Israel/Palestine issues:  aid stays here to make arms, only Jewish people can vote in Israel, democracy not actual.  Conscientious Objector cards fall into our area of responsibility.

Motion made by Betty, seconded by Sue to develop an annual award to recognize leadership in PwJ issues. Discussion led to request to collect guidelines and bring proposed guidelines for discussion at next meeting. Concern re: not overshadowing Perry Saito award from WUMFSA.  Betty will draw up guidelines.  Motion was withdrawn.

Board wishes to express appreciation for Bishop's letter regarding Collective Bargaining.  Jenny will draft and pass around, via e-mail, a letter.

Betty reported meeting w/Sen. Ron Johnson's staff – they were not informed on impact of budget cuts.

Bullying Workshops - Jim Goulding – Sat 10/22 10-5 WAUMC, Sun 10/23 1-8 St. Paul, St Point.  (Training session on Fri 10/21 @ WAUMC). Aiming at about 80 youth, 10-20 adults at each session.

Two resource leaders:  David Levine (Teaching Empathy), Lee Domann (using song “Howard Gray”).

At the Annual Conference order of the day on Monday, June 13, at 11:00 am, Lee Domann will sing “Howard Gray” to encourage participation at the Bullying Workshops.  Leigh will introduce Jim Goulding, who will introduce Lee.

Michele V will arrange website for conference, and manage registration. WiCC will also help promote. Jim hopes she comes to their 4/30 meeting with brochures, etc. 

Can it be videorecorded for later use?  .6 CEU will be available. Maybe we can sell book @ AC.

Expenses:  Honoraria $5,500. Travel exp $2,000. Thurs-Mon. (Four nights) ($50/church for janitorial).  Meal $4/person x90=$360 @ each session. Marketing: $1,000. $400 cost of copying (ed resources). $300 for training session on Friday night. Total approximately $10,000.  Still need to pay for Lee Domann to come to AC (one night lodging, and meals).

Income:  $3,500 from Bd of C&S, $1,000 from WUMFSA, registrations will bring in  $3,600 ($20/per). Grant from Wisconsin UM Foundation. A local church has donated $1,000 for three registrations.

Finance - Leigh will arrange with Annual Conference Treasurer Lisa King for a BCS subaccount to be established for the Bullying Workshops.  Workshop receipts from United Methodist sources will be deposited in the subaccount, including a $3,500 transfer of funds from BCS Program funds. Workshop expenses will be authorized by Jim Goulding.

Budget and finances: Sue reported on CF&A meeting re: 2012 budget– Lisa King recommends that the 2012 Annual Conference budget for BCS remain the same as for 2011, except the item for Rising Sun Camp will be incorporated within the Program budget.  A 1% reduction is apportionment receipts is recommended to represent anticipated revenue.

UMW Betty:  School of Christian Mission 8/2-8. Shared an Action Alert re: Federal Budget. Human Trafficking is a focus in Metro Districts.

WiCC – Sue:  Immigration – getting ready in our churches to be impacted and to impact.

Petitions to General Conference – thanks to Leigh.

Conference Resolutions:

Collective Bargaining – written by Frank Gaylord. Motion to support as amended, Jenny moved, Betty seconded.

Health – written by Jim Goulding. Motion to support as amended (one word) Frank, seconded by Betty.

Election April 5

Conference Display Table:  Betty will include WIPL, WiCC CIP flyers.  PwJ will have its own, giveaway? Frank will have some copies of Social Principles, Guidelines for C&S, Conscientious Objector cards, Covenant Congregations brochure, Bullying Workshop brochures and poster. Jim will try to get signed copies of Levine's book for sale. Leigh will arrange for 2 Annual Conference display tables for the Board and Peace with Justice ministries.  This includes a $60 payment to obtain the tables.

Frank will order materials for up to $250 for Annual Conference display tables including copies of Social Principles.  Motion made by Jenny, seconded by Sue, to establish the subaccount and pay $60 for display tables and up to $250 for display materials.  Motion passed unanimously.

Travel vouchers submitted.
