- NAME OF ORGANIZATION
These are the by-laws of the organization known as the Council on Youth Ministry of the
Wisconsin Conference of the United Methodist Church. This organization shall be henceforth referred
to as the Conference Council on Youth Ministries (CCYM).
- PURPOSE AND MISSION OF CCYM
- The purpose of the CCYM is to serve and assist in connecting the local
churches and districts with fellowship ministries with youth; to provide the organizational
structure to insure forms of ministry, evangelism, discipleship, and worship beyond the means
of the local church; to serve as pure ministers to develop and experiment in new forms of ministry
and to serve as the official voice of the youth in the Wisconsin Conference of the United
Methodist Church.
- The mission of the Wisconsin United Methodist Youth is to promote the ministry of
GRASE. GRASE stands for "God Reaches All Students Everywhere."
G = God - WORSHIP (We seek to worship God.)
R = Reach - EVANGELISM (We strive to reach students for Jesus Christ.)
A = All - DISCIPLESHIP (We seek to empower all young people in ministry.)
S = Students FELLOWSHIP (We seek to bring students together for God.)
E = Everywhere we find MINISTRY (We seek to be in mission and ministry everywhere.)
- MEMBERS OF CCYM
- CCYM shall consist of 54 members with 42 voting members. Members include :

- YSF Coordinators ( 1 youth coordinator, 1 youth trainee**)
- District Representatives (2 Sr. High, 2 Jr. High, and 1 adult advisor*)
- UYMO (United Methodist Youth Organization) / JYMO (Jurisdictional Youth Ministry
Organization) Representatives**
- Up to 8 Youth Members-at-Large (chosen for ethnic, age, and leadership balance)
- All Youth-Event Design Team Leaders*
- Jr. High Adult Advisor* and Sr. High Adult Advisor*
- Conference Staff Youth Coordinator*
(* indicates member with voice but no vote)
(** indicates members serving dual positions as an officer and district representative)
The CCYM Executive Committee consists of :
CCYM President, President-Elect, Secretary, Youth Communications Coordinator,
Treasurer, YSF Coordinator, YSF Trainee, UMYO/JYMO Rep, Sr. High and Jr. High Adult Advisors,
Conference Staff Youth Coordinator. Senior High Adult Advisor and Junior High Adult Advisor
will be nominated by the Executive Committe and elected by the CCYM.
The CCYM Executive Committee may elect or appoint any other officers if deemed
necessary and also has the power to remove officers as needed.
Junior High will be defined as youth attending 6th - 8th grade or between the ages of
12-14. Senior High will be defined as youth attending 9th - 12th grade or between th
ages of 15-18. (A person who is 18 is only defined as a Senior High Youth if they are
in high school during the entire time they are on CCYM.)
- DESCRIPTIONS & RESPONSIBILITIES OF CCYM POSITIONS
- All officers of CCYM shall be elected from the existing CCYM body. They must be first elected
as either District or At-Large Members to the Council in order to run for office. While serving on the
Executive Committee, Officers must also serve as District Representatives, thus serving in dual-positions.
- The CCYM President, President-Elect, and Youth Service Fund Coordinators will be the only offices
where the Officer is not required to serve a dual-position.
- Offices and Responsibilities:
- CCYM President:
- Serves for two years (first year is served as President-Elect)
- Represents youth on the Board of Lay Ministry.
- Chairs the CCYM & CCYM Exec. Meetings.
- Must be familiar with parliamentary procedure.
- Attends Annual Conference as a voting delegate.
- Attends either UMYO or JYMO (depending on the year).
- Spends time corresponding via phone, letters or meetings.
- Responsible to act as the Conference Youth Representative when called upon.
- Must give the Annual Youth Report at Annual Conference.
- Serves on the CCYM Executive Committee
- President - Elect:
- Elected for two years (second year is served as President).
- Must be in 10th grade or younger at time of election.
- Chairs the CCYM executive meetings in the absence of the President.
- Must be able to assist the President when needed.
- Coordinates youth representation on Conference Boards and Agencies
- Follows-up on CCYM absences.
- Provides Board chairpersons and Design Team Leaders with names, addresses,
phone numbers of youth serving on Boards and Agencies after The Meeting.
- Serves on the CCYM Executive Committee.
- Secretary:
- Elected for one year.
- Must be in 11th grade or younger at time of election.
- Takes notes at the CCYM & CCYM Exec. Meetings.
- Must have good note-taking and typing skills.
- Must be ready to assist the President with mailing and other odd jobs.
- Prepares minutes and sends them to the Conference Youth Coordinator who
distributes copies of them to all CCYM members.
- Must have the Minutes and other mailings from CCYM meetings to the Conference
Youth Office within one month after the meeting.
- Serves on the CCYM Executive Committee.
- Treasurer:
- Elected for one year.
- Must be in 11th grade or younger at time of election.
- Keeps track of CCYM budget, making sure we use our money wisely.
- Is responsible for tracking expenditures from budgeted funds (ex: Convo, Jr. High
Convo, The Meeting, etc.).
- Is responsible for tracking CCYM incomes and expenditures, including meeting
travel expenses.
- Maintains accurate accounting of all fund raising projects in conjunction with YSF
coordinator.
- Attends the CF&A or CBOD Spring meeting for input on budget proposal.
- Is responsible for co-signing check requisitions whenever possible.
- Serves on the CCYM Executive Committee.
- Youth Communications Coordinator (YCC):
- Elected for one year.
- Must be in 11th grade or younger at time of election.
- Will write biannual newsletters to update local churches around the conference on CCYM.
- Will make hardcopy-reports including, but not limited to pictures, visuals, etc., for
archives including, but not limited to scrapbook, web page, etc.
- Will be responsible for any publicity that becomes necessary.
- Is responsible for photography at all CCYM events.
- Is responsible for CCYM information and displays at conference events.
- Serves on the CCYM Executive Committee.
- Youth Service Fund Chairperson (YSF):
- Serves for two years (first year served as YSF Trainee).
- Is responsible for YSF brochures and application forms.
- Is responsible for YSF promotion within the Conference.
- Is responsible for YSF articles for Conference publications.
- Evaluates the effectiveness of YSF forms, procedures and promotion.
- Will maintain a YSF notebook with copies of forms, correspondence, national
project applications, a record of projects funded, ideas for fund raising.
- Will contact funded project coordinators for project evaluation and reports.
- Will be responsible for counting of monies and reports for YSF fund raisers. These
funds shall be turned into the Conference Youth Coordinator.
- Serves on the CCYM Executive Committee.
- Youth Service Fund Trainee:
- Elected for two years (second year served as YSF Chairperson).
- Must be in the 10th grade or younger at time of election.
- Follows the responsibilities of the YSF Chairperson.
- Serves on the CCYM Executive Committee.
- District Youth Representative (Sr. High and Jr. High):
- Elected by youth of the District to serve a one-year position on CCYM.
- Serves as the District Representative to all CCYM meetings.
- Serves as a member of the District Youth Leadership Team or like organization in
the District if it exists.
- Serves as a liaison between the District Council on Ministries (or like organization)
in the District and CCYM.
- Helps organize and coordinate Regional Youth Conference.
- Encourages local churches in the District to participate in Conference and District
Youth events.
- Helps encourage/coordinate/develop youth ministries in the District beyond the
means of the local church in cooperation with the District Adult Advisor.
- Provide leadership to local churches in the District when called upon.
- Is responsible for contacting Alternate Representative when unable to attend CCYM
meetings.
- Junior High representatives must be in the 6th or 7th grade at the time of election.
- District Adult Advisor:
- Must be at least four years older than the oldest CCYM member at time of election
or appointment.
- Elected by District Youth or appointed by District Superintendent for a two-year
term. (Position elected or appointed according to negotiation between CCYM and
District Superintendent.)
- Serves as a liaison between the District Council on Ministries (or like organization)
and CCYM.
- Helps District Youth Representatives plan and run Regional Youth Conference.
- Serves in an advisory capacity for the District Youth Leadership Team (or like
organization).
- Is responsible for encouraging and supporting the coordination of District-wide
youth ministries.
- Is encouraged to help resource local churches about Conference and District youth
ministries.
- Works with the Conference Youth Coordinator in strengthening Conference and
District youth ministries.
- Sr. High & Jr. High Adult Advisors:
- Elected by the CCYM to serve a two-year term as Sr. High or Jr. High Adult
Advisor.
- Serves as Adult Advisor to CCYM Executive Committee.
- Responsible for Conference-wide youth ministries specifically targeted at Sr. High
or Jr. High youth according to their position.
- Acts as a spiritual and governing leader, committed to developing and counseling
the CCYM and Executive Committee.
- Maintains all the responsibilities of District Adult Advisor in addition to specific
responsibilities.
- United Methodist Youth Organization/Jurisdictional Youth Ministry Organization Rep:
- Elected for a one-year position.
- Retains all the same responsibilities of District Youth Rep.
- Represents the Wisconsin CCYM at the UM Youth Org. or Jurisdictional Youth Org
meeting/event (according to the specific year).
- Must attend all CCYM meetings and if this person misses a meeting, they may be
replaced at that CCYM meeting by the Council. (Attendance is essential to this
position. A person who does not attend will not be able to adequately represent the
WI CCYM at a Jurisdictional or National event.)
- Serves on the CCYM Executive Committee.
- MEMBERSHIP RESPONSIBILITIES
- CCYM members are responsible to be at all CCYM meetings. There will be
4 CCYM meetings a year, which will be held approximately the same time from year
to year. CCYM members will have the dates for all CCYM meetings when they are
elected, so to insure individual commitment to attendance.
Date Guidelines for Meetings
Regional Youth Conference (February-March)
Wisconsin Student Leadership Ministries Meeting (April)
3 CCYM Retreat meetings to be held around August, October, January.
CCYM Executive Committee may meet before retreat meetings or as called by CCYM
President.
- Absences - Two or more excused absences will constitute grounds for dismissal for
CCYM members. CCYM members are only allowed 1 excused absence before asked to resign. Extenuating
circumstances beyond CCYM members' control will be considered by the CCYM Executive Committee.
- The CCYM Executive Committee will be allowed only 1 excused absence from an Executive Committee
meeting and 1 excused absence from a full CCYM meeting before being asked to resign. Extenuating
circumstances beyond their control will also be considered by the other members of the CCYM Exec.
Team.
- Term Limits - Executive Committee Members and District Representatives may
only serve a maximum of two terms in the same one-year position or one term in the
same two-year position.
- Term Limits for Adult Advisors: Adult Advisors (both District and Conference) may serve
a maximum of up to four two-year terms, served consecutively.
- CCYM AREA-TEAMS
- Definition of Area-Teams: The CCYM shall have four sub-committees that shall be called
A-Teams. Each sub-committee will be charged to review a specific area that the Conference Council on
Youth Ministries is responsible for. There will be an equal number of CCYM members in each
sub-committee with appointed CCYM Exec members on each sub-committee. The sub-committees will be
determined at the first CCYM Exec. Meeting.
- A-Teams:
- PROGRAM AND MARKETING A-TEAM (P&M): The Program and Marketing A-Team is responsible for:
- Reviewing and monitoring the CCYM sponsored programs and events that do not relate
to leadership development, including but not limited to, Jr. High CONVO, Sr. High CONVO, etc.
- Supplying members to serve as liaisons between event Design Teams and CCYM. Each P&M
member must attend at least one event design team meeting.
- Receiving and reviewing progress reports from each of the event Design Team Leaders.
- Establishing guidelines for each Design Team in cooperation with each Design Team Leader.
- Selecting each Design Team's Youth Chair and Adult Coordinator. The previous year's Design
Team will be responsible for selecting the new year's Design Team, which will be approved by the
Program and Marketing A-Team.
- Organizing and hosting other new events and programs that the Conference may see fit.
- Promoting and advertising all Conference Youth Ministries.
- Fundraising for the Youth Service Fund.
- Developing strategies to build a Youth Ministry Endowment for future youth ministry programs.
- Developing a Wisconsin Conference Youth Ministry Video for all youth ministries.
- Writing and drafting articles for promoting the work of the youth ministry across the Conference.
- Developing and networking with businesses and boards and agencies to promote their ministries
at Youth Ministry events.
- Developing ideas for products to promote WI youth ministries.
- Membership of the Program and Marketing A-Team: President-Elect, Youth
Communications Coordinator, Youth Service Fund Coordinator or Trainee, the Adult Sr.
High Advisor, up to 15 CCYM members, Design Team Leaders, and any other person invited
by the Program and Marketing A-Team as deemed necessary.
- LEADERSHIP A-TEAM: The Leadership A-Team is responsible for:
- Reviewing, monitoring and suggesting new ideas for youth ministry leadership training
for adults and youth.
- WildFire Youth in Ministry Training Camp.
- The mission ministries including but not limited to WildFire Youth Mission & Ministry.
- Monitoring youth membership on the Conference Boards and Agencies. This A-Team will make
a recommendation to CCYM and nominations for members to the Conference Boards and Agencies.
If a chairperson or board/agency reports non-attendance by a youth member, Leadership A-Team
can recommend to CCYM a replacement for the youth in the position. In the case of a board
youth member being unable to attend because of the day and time of scheduled meetings, the
Leadership A-Team can appeal to the board/agency in defense for the youth to change the
meetings.
- Making suggestions to CCYM for new training events and programs.
- Membership of the Leadership A-Team will be the President, the Secretary,
the Adult Jr. High Advisor, up to 15 CCYM members, and any other person invited by the
Leadership A-Team, as deemed necessary.
- YOUTH FINANCE & ADMINISTRATION A-TEAM (YF&A): The YF&A A-Team is responsible for:
- Monitoring and reviewing the financial status of all CCYM programs and events. Each
program/event Design Team or like committee will be responsible for submitting a budget
to the CCYM YF&A A-Team.
- Recommending the approval or repeal of the event budget.
- Reviewing the budget of CCYM apportioned funds, designated funds and the Youth Service Fund.
- Working closely with the WI Annual Conference CF&A.
- Working closely with YSF issues and concerns.
- Developing an application process for funds that are disbursed out of the Angel Fund and
make suggestions to CCYM and The Meeting in regards to budget.
- Developing guidelines and monitoring guidelines for the Youth Service Fund and the Angel Fund.
YF&A A-Team is also responsible for reviewing applications and distributing all Youth Service
Fund and Angel Fund grants.
- Membership of the YFA A-Team: Treasurer, YSF Coordinator, YSF trainee,
Conference Youth Coordinator, up to 15 CCYM members, and any other persons invited by the
YF&A A-Team as deemed necessary.
- New events/programs or responsibilities may be sent to an A-Team at the discretion of
the entire CCYM body. All A-Teams will report to the entire CCYM and The Meeting bodies at
each established meeting.
- WISCONSIN STUDENT LEADERSHIP MINISTRIES MEETING
- Purpose of Wisconsin Student Leadership Ministries Meeting:
The purpose of the Wisconsin Student Leadership Ministries Meeting (The Meeting) is
to be an annual meeting of elected representatives where regional issues and topics are discussed
and approved, and by-law and structural changes are proposed and accepted. The Meeting will
provide a means of leadership training to ensure that youth ministry is a thriving and growing
ministry within the Annual Conference.
- Guidelines for the Wisconsin Student Leadership Ministries Meeting
- Membership of the Wisconsin Student Leadership Ministries Meeting shall include: all current
Conference Council on Youth Ministries Members, all incoming (elected at Regional Youth Conference)
Conference Council on Youth Ministries Members, all Annual Conference Youth and Young Adult
representatives, and all elected Wisconsin Student Leadership Ministries Meeting representatives.
All representatives shall have voice and vote.
- Business sessions shall consist of reviewing the Regional Youth Conference reports, issues,
and topics, amending and changing the Conference Council on Youth Ministries by-laws and structures,
and discussing the future of youth ministry and the Conference Council on Youth Ministries in
Wisconsin.
- Leadership training shall be supplied. There shall be designated workshops for those serving
on the Conference Council on Youth Ministries, representing the youth of Wisconsin at Annual
Conference, and other opportunities. Qualified individuals shall train student and adult
representatives in their respective areas.
- Elections shall be conducted for Conference Council on Youth Ministries Executive Committee
Officers (President-Elect, Secretary, Youth Communications Coordinator, Youth Service Fund
Trainee, Treasurer, UMYO/JYMO Representative) at the Wisconsin Student Leadership Ministries
Meeting.
- Executive Committee Elections
- Guidelines for Elections
- Officers shall be elected from the newly elected (from Regional Youth Conference)
Conference Council on Youth Ministries. The Officer must hold either a district or at-large
representative position in order to be eligible for office.
- Officers shall be elected by the newly elected Conference Council on Youth Ministries.
- Officers shall serve dual positions. They will be responsible for both their officer
duties as well as the responsibilities of the district representatives. However, the President,
President-Elect, and Youth Service Fund Coordinator offices will only be required to fulfill
their office positions; they will only be responsible for their Executive duties. After the
election of the President-Elect, their district position shall be filled from the At-Large
Leadership Pool Forms.
- Executive Election Process
- The first order of business at the Wisconsin Student Leadership Ministries Meeting
shall be to define the expected characteristics and needed abilities of the ideal candidate
of each of the Executive positions.
- Throughout The Meeting, members are encouraged to get to know one another in order
to discern who would most adequately serve on the Executive Committee. During this process,
members will place their nominations in a box.
- The last order of business shall be to offer up the top names in each of the office
nominations. At this time, the nominees may accept or decline nomination and discern if
this is a part of their calling. If a vote is called for, it shall be by consensus.
- REGIONAL YOUTH CONFERENCE
- Preceding the Wisconsin Student Leadership Ministries Meeting, each of the four regions shall
organize and run separate but similar regional conferences. The purpose of Regional Youth Conference
is to allow youth to participate in business sessions, share different worship ministry gifts, network
with local and district churches, and elect representatives to the Conference Council on Youth Ministries.
- Guidelines for Regional Youth Conference:
- Members of Regional Youth Conference shall include any youth that are currently active in
a Wisconsin United Methodist local church. All youth shall have voice and vote. Youth shall
be accompanied by an adult chaperone. All adults have voice. For every five youth from one
church, there shall be one adult member.
- Business sessions shall consist of forums where youth discuss and take stances on issues
and proposals. In the event the region feels strongly about specific topics, the Region's stances
may be forwarded to the Wisconsin Student Ministries Meeting where the topics may be further
forwarded to Annual Conference.
- A Festival of Ministry shall be held where local churches may share their spiritual gifts
and graces with the Conference. These gifts may include, but are not limited to, human videos,
praise bands, puppet teams, etc. A time of sharing shall be scheduled and youth groups shall
be encouraged but not required to present in the Festival.
- Districts shall be given time to meet during the Regional event. During the District Gathering,
churches shall be encouraged to network and discuss the pros and cons of their local ministries.
Districts shall also discuss and plan district wide events for the upcoming year.
- District elections shall be conducted at Regional Conference.
- Issues Forums
- To provide a means of background on the issues to be discussed at the Regional Youth Conferences,
a Panel of educated individuals shall be invited to the Conference. The Panel shall be made up of
at least two individuals whom have been chosen by the Executive Committee or similar body to
represent in a compassionate and Christian-like manner both sides of the issue to be discussed.
- Each side of the issue will be allowed to present their side of the topic. Representatives of
the Conference shall be able to question and converse with the Panel in order to form opinions that
may be modeled into stances of the local youth group, District, or Conference. Small groups will
then review the presented sides in order to form an understanding of the topic. From these small
groups, local youth groups are encouraged to collaborate ideas and practice a consensus covenant
from their agreed stance.
- District Elections
- Districts shall elect:
- 5 Conference Council on Youth Ministries Members (2 Sr. and 2 Jr. High, 1 adult)
- 1-2 year Annual Conference Youth Representative
- 1 Wisconsin Student Leadership Ministries Meeting Youth Representative (Cannot be a CCYM or
Annual Conference Representative)
- 1 Wisconsin Student Leadership Ministries Meeting Adult Representative (Cannot be a CCYM
Adult Representative)
- Conference Council on Youth Ministries Representatives
- Throughout Regional Youth Conference, youth will have the opportunity to nominate youth and adults that they feel would make good Conference Council on Youth Ministries leaders. To nominate a youth or adult, one must write down on a specified nomination ballot, the name and district of the nominee. The name shall be placed in an official nomination box. (One may vote for oneself.) Before Districts gather for elections, all nominees shall be placed on a nomination list and invited to attend a closed meeting with current Conference Council on Youth Ministries members. At this meeting, the nominees will have the opportunity to accept or decline nomination. Should they choose to accept, they must write a brief paragraph outlining their leadership abilities and graces. Numbers shall be randomly distributed to each of the nominees' paragraphs and thus presented to the District at the time of election. The Districts shall read each of the presented paragraphs and then vote by secret ballot for the five available Conference Council on Youth Ministries positions. Elections shall take place with majority, the nominees' with the highest number of votes.
- Annual Conference and Wisconsin Student Leadership Ministries Meeting Representatives
- During District Elections, proceeding elections of Conference Council on Youth Ministries Representatives, the floor will be open for nominations of Annual Conference and Wisconsin Student Leadership Ministries Meeting Representatives. Each candidate is required to answer this question and the district may decide if more questions are needed: 1) Why do you want to represent the voice of the youth in the Wisconsin Conference? Elections shall be by secret written ballot and with top number of votes.
- Leadership Pool Forms
- In the event that a youth does not get elected to any of the fore mentioned positions, the youth may fill out and submit a Leadership Pool Form for possible appointment to the eight available At-Large Conference Council on Youth Ministries or any of the Annual Conference Boards and Agencies that do not already have a participating youth member. Following the Regional Youth Conferences, the current Conference Council on Youth Ministries Executive Board shall meet and appoint the eight at-large members from the completed Leadership Pool Forms. All completed Leadership Pool Forms shall be kept on file for the Conference Council on Youth Ministries reference in the event of position vacancies or extenuating circumstances.
- WISCONSIN ANNUAL CONFERENCE SESSIONS
(In accordance to the Wisconsin Annual Conference 1999 Rules and Policies pg. 243 Vol. I)
- Section 2.1.8 requires that each district have two representatives to Annual Conference
under the age of 25 that will be chosen by the CCYM.
- Section 2.1.7 also names the "Co-chairpersons" of CCYM (President &
President-Elect) as members to Annual Conference.

- Each District during Youth Annual Conference will select 2 representatives to
Annual Conference who have completed Confirmation and are members of the United Methodist
Church to attend the Wisconsin Annual Conference Session.
- The representatives will be selected to serve a two-year term in which
they will represent the voice and opinion of youth to the Wisconsin Annual
Conference Sessions for two consecutive years.
- The representatives will also be selected on alternating years in order
to help youth have experience and be encouraged to train one another for the
Annual Conference Sessions.
Conference Rules : 3.3.20 Conference Council on Youth Ministries
The Conference Council on Youth Ministries (CCYM) shall consist of 28 voting members
chosen as follows1 senior high and 1 junior high representative elected by each district
youth organization; 6 youth members at-large, and a representative to the United Methodist
Youth Organization (UMYO) and North Central Jurisdiction Youth Ministry Organization
(JYMO), nominated by the CCYM and elected by the Youth Annual Conference; 5 youth members
at- large, chosen for inclusiveness, nominated by the Conference Nominations Committee
and elected by the Annual Conference. Advisory members shall include 1 adult from each
district and the adult advisor to the Youth Service Fund and the Conference Youth
Coordinator.
Conference Rules : 10.9.4
The Conference grants permission to the Conference Council on Youth Ministries to
solicit support for the Youth Service Fund from local church youth groups.
- YOUTH MEMBERS TO CONFERENCE BOARDS AND AGENCIES
- Each quadrenninum CCYM will nominate youth who are in 10th grade or younger at the time
of election to serve a four-year term on the Conference Boards and Agencies with youth
representatives.
- Nominated members will be responsible for serving on the Board or Agency for
four consecutive years as a youth representative. They will be required to attend
meetings relating to the Board or Agency on a consistent basis. They will also be
recommended to advocate for youth issues that relate to the Board/Agency they are
assigned to.
- Nominated members will also be responsible for giving a report at least once a
year to the CCYM from the Board or Agency they represent.
- Nominated members will work with the President-Elect of CCYM to help the Board
or Agency become more youth-friendly.
- In the event that a member cannot finish their term, the CCYM Executive Team
will appoint a qualified person to fulfill the remainder of the term.
